Working with the governments of Estonia, Latvia, and Lithuania as clients, researched and authored a major assessment of their vulnerability to election interference from Russia.
Assessed the efficacy of past and current approaches to safeguarding election integrity, including both elections cybersecurity efforts and protections against disinformation on social and traditional media.
Developed actionable policy recommendations designed to further protect against Russia's disinformation-based election interference strategy for implementation by the governments of Estonia, Latvia, and Lithuania, as well as their Western allies.
Conducted in-country research, interviewing more than 40 senior government officials from Estonia, Latvia, Lithuania, the United States, and NATO.
