I lead the modernization and migration of the County of San Mateo’s property tax system from IBM AS400 to modern Java standards. This software, which impacts over 730,000 residents and calculates upwards of $3.5 billion in property taxes annually, is critical for accurate fund distribution to special districts. My role focuses on technical transformation, process improvement, and establishing high standards for software development.
Key Responsibilities:
• Legacy System Migration: Lead the migration of a decades-old IBM AS400 RPG-based codebase to a modern, scalable Java-based system, ensuring continuity in property tax calculations.
• GitHub Adoption: Introduced GitHub for version control, improving collaboration, code management, and review processes across the team.
• Process Improvement: Established SDLC standards, including code review protocols, to enhance code quality and efficiency.
• Project Management: Implement agile methodologies to manage complex tasks, ensuring on-time and high-quality project delivery.
• Security Enhancements: Secured databases, migrated internal tools to SSL, and implemented data encryption for DB2 to protect sensitive property tax data.
• Collaboration: Worked with IT teams and stakeholders to align on technology adoption, improving workflows and ensuring smooth system integration.
• Complex System Management: Managed the development of a mission-critical system that processes over $3.5 billion in property taxes with 100% accuracy and no downtime.
Key Achievements:
• Successfully migrated a large legacy system with no disruption to tax calculations.
• Drove the adoption of modern tools, improving collaboration and development efficiency.
• Enhanced security measures, ensuring compliance and safeguarding sensitive data.
